MAS Senior Management
Russ Maxwell, President/Owner
Mr. Maxwell focuses on customer relations, business development and the company’s financial management. In addition, Mr. Maxwell is heading up the Core Management Team of our Medicaid Transportation Management - Hudson Valley Initiative. Prior to founding Medical Answering Services, LLC in 2004, Mr. Maxwell worked for 8 years with a national provider of ambulance services completing his career there as the Group President responsible for working closely with state and local officials to improve the emergency and non-emergency ambulance service in Upstate New York’s largest cities and suburbs. Subsequently, Mr. Maxwell headed up the Northeast region for a national provider of hospice services. Prior to working in emergency medical services, Mr. Maxwell lived and worked in Syracuse for 15 years. During that time Mr. Maxwell worked in the financial services industry, served on numerous community and civic boards and held a one-year term as Syracuse City Auditor. As Syracuse City Auditor Mr. Maxwell led a staff in identifying almost $2 million in savings in city government. Mr. Maxwell has a keen understanding of the processes of government and private sector business finance. Mr. Maxwell completed his formal education at Syracuse University, earning undergraduate degrees in Public Policy Analysis and Economics and a Master of Public Administration with a concentration of State and Local Government.
Wayne Freeman, COO/Owner
Mr. Freeman has been responsible for the day to day operations of MAS's call center and technology functions since its founding in 2004. Mr. Freeman has 20 years of experience in managing communication centers. Mr. Freeman enjoyed an 18 year career in Emergency Medical Services working with Eastern Ambulance and Rural/Metro Ambulance. Mr. Freeman also is a police officer. His background in law enforcement combined with knowledge of medical transportation provides our company a unique perspective and extremely effective ability in administering our transportation management program. In fulfilling his responsibilities Mr. Freeman oversees daily operations, system development, fraud detection, cost saving strategies and our utilization review program. Mr. Freeman held certification as a paramedic for 19 years and graduated from SUNY College of Technology at Utica/Rome with a BPS degree.
Kim Taffner, Finance Manager
Ms. Taffner is responsible for all accounting and financial functions at MAS. Ms. Taffner came to MAS with an extensive background in accounting and business function analysis. In addition to her accounting and financial responsibilities Ms. Taffner serves as a member of MAS's senior leadership team.
In 2011 Ms. Taffner further expanded her responsibilities by leading our Public Transit and Self Service reimbursement division. In this capacity Ms. Taffner leads a team of 9 dedicated and taleneted MAS employees serving thousands of NYS Medicaid Enrollees using these transportation methods to travel to their medical appointments.
Vince Mavente, General Manager
Vincent Mavente graduated with Bachelors in Business Administration from the State University of New York. Mr. Mavente has held progressively more responsible roles in call center operations for the past 20 years. He worked for a national benefit administrator as the National Director of Call Center Operations for ten years. In addition he also worked at very senior positions in outsourced call centers for Medicaid, NY Child Support and Medicare. Most recently he worked for a Transportation Authority overseeing Sales and Service of Medicaid transportation and various County program
Chas McCarthy, Assistant General Manager
Chas McCarthy graduated with a Bachelors in Finance from Syracuse University. After working with Northwestern Mutual Financial Network for several years, Mr. McCarthy began working with MAS in 2009. Mr. McCarthy has successfully led the opening of the MAS Albany office as well as our Buffalo Office. As Assistant General Manager, Mr. McCarthy works with Mr. Mavente on business strategy, staffing patterns and overall productivity for the company.
Dave Kerrigan, Chief Technology Officer
Mr. Kerrigan has 19 years of experience in the IT field. He has served as the IT director of a software development company, the ERP implementation lead for an online retail company and has spent the last 12 years as an IT consultant with Network Security Associates, a small IT consulting group based in Syracuse, NY. Mr. Kerrigan's specialties are IT management, networking and large scale application implementations.
Terri Pulaski, Director of Operations
Ms. Pulaski is responsible for all functions that lead to a productive and effecient call center. Ms. Pulaski is our lead administrator for changes and development of our web based call management system. Furthermore, Ms. Pulaski is responsible for scheduling and making adjustments to manpower for the changing needs of our customers.
Notchaca Cosby, Director of Medicaid
Ms. Cosby is responsible for the day to day operations of our Medicaid Transportatino Management contracts. This includes but is not limited to all requests for transportation, transportation vendor relations, medical provider relations, the management and guidance of all Medicaid Supervisors and Assistant Supervisors as well as our Medicaid Field Liaisons.
Jennifer De Lucia-Chimber, Chief Compliance Officer
Ms. De Lucia-Chimber is responsible for developing and implementing policies, procedures, and pratices designed to ensure compliance with Medicaid Requirements. In addition she also monitors MAS daily activity for proper compliance practices.
